From 1998 to 2010 I represented all Independent elected members in England and Wales in the Congress of the Council of Europe.
The picture is of a press conference at Ramallah, Palestine, at the end of a mission to observe an election there in December 2005. I observed about twenty overseas elections during the twelve years, and on this trip I was the head of the Congress delegation.
